Mary Anne Alvin joined the National Energy Technology Laboratory (NETL) in 2005, and since 2015 she has served as NETL’s Rare Earth Element Technology Manager (TM), responsible for validating the technical and economic feasibility for separation and recovery of salable, high purity, rare earth elements from domestic coal-based resources in conventional, prototype, and advanced operating systems. Prior to assuming the TM position, Ms. Alvin served as Division Director for both the Geosciences Division and the Functional Materials Development Division. Prior to joining NETL, Ms. Alvin had 30 years of experience at the Westinghouse Electric Corporation and at Siemens Westinghouse Power Generation, working in advanced energy systems. As a Fellow Scientist, she led the development of advanced high temperature ceramic, intermetallics, and superalloy materials for components used in the domestic and off-shore, pilot- and demonstration-scale, land-based, power generation island wrap-around systems. She currently holds 28 patents, with additional pending.

Kevin Jones is the Program Engagement Liaison for the National Defense Stockpile (NDS) at Defense Logistics Agency (DLA). DLA Strategic Materials is the operational arm responsible for acquiring and sustaining a ready stockpile of strategic and critical materials as authorized by The National Defense Stock Piling Act. Mr. Jones’ key role is outreach to military services and industry; exploring collaborative opportunities for Strategic Materials programs, and gaining a better understanding of material needs, to include instituting material recovery and recycling programs. Furthermore, Mr. Jones is also the Program Manager (PM) for the Strategic Materials Analysis Reporting Topography (SMART) tool, in support of the DLA-SM mission. SMART is a state-of-the-art strategic material supply chain analytical database, which supports the mission of the Stockpile. As PM for SMART, Mr. Jones develops annual objectives for the program which directly tie to a more comprehensive understanding of supply chains for materials needed in support of defense interests. Prior to his tenure at DLA, Mr. Jones served as a Program Manager and Acquisition Logistics Lead for the US Navy and US Army respectively. Additionally, Mr. Jones has earned his MBA, and has attained his Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 Certification in Life Cycle Logistics, and is a member of the Defense Acquisition Corps.

Thomas Lograsso serves as the Deputy Director of the Ames Laboratory where he is actively involved in Program Development and Sponsored Research Administration. He continues to lead the Single Crystal Preparation Group which focuses on developing synthesis protocols for materials containing volatile, toxic and reactive components including rare earth alloys and compounds. Dr. Thomas Lograsso has been a materials scientist at the Ames Laboratory since 1988. He received his B.S., M.S. and Ph.D. in Metallurgical Engineering from Michigan Technological University. He utilizes his solidification experience and background for the design of new novel materials in single crystalline forms. Often his pioneering efforts result in the first single crystals to be grown of these novel materials, enabling the fundamental intrinsic behavior to be investigated as well as extrinsic factors affecting functionality.

With over 25 years’ experience in the commodities industry as a trader, researcher, consultant and company executive, Mark has a wealth of experience in the metals sector. After gaining a BA (Hons) Degree in European Business Administration, as well as a Diplôme d’Études Supérieures Européennes de Management, Mark spent three years as a sugar trader with Louis Dreyfus, a leading global soft commodities company. The next 20 years were spent at Roskill Information Services, a leader in international metals and minerals research. In January 2001, Mark was appointed a director at Roskill and in December 2010 became the Managing Director of the company. Prior to joining Argus, he ran his own metals consulting company, Tungsten Market Research.
