Paola Mellow is the Executive Director of the Clean Fuels Standards team at Environment and Climate Change Canada, where she is responsible for developing and implementing the Clean Fuel Standard regulations, a key part of the Government of Canada’s Pan Canadian Framework on Clean Growth and Climate Change. Prior to taking over responsibility for the development of the Clean Fuel Standard regulations, Paola has been responsible for developing number of other key climate change policies as Director of the Electricity and Combustion Division, including greenhouse gas (GHG) regulations that will accelerate the phase-out coal-fired electricity in Canada by 2030, regulations for natural gas-fired electricity, and output-based standards for electricity under the federal carbon pricing system. Paola graduated from the University of Victoria with a Masters degree in Economics, and combines a strong analytical background with people management excellence to advance Environment and Climate Change Canada’s reputation as a world class regulator.

Cory-Ann Wind works for the Oregon Department of Environmental Quality (ODEQ) as the Oregon Clean Fuels Program manager. Cory has worked for ODEQ for over 24 years, the last seven in fuels. Prior to this assignment, Cory managed ODEQ’s Portland area office overseeing permit writers and inspectors implementing both federal and state air operating permit programs and working with local governments to maintain attainment with the federal ambient air quality standards. In addition to managing the Clean Fuels Program, Cory also oversees other transportation-related programs including electric and diesel vehicles and planning activities. Cory holds a B.S. in BioResources Engineering from Oregon State University.

Dinara Millington joined CERI in February 2004 and assumed her current role as Vice President, Research in April 2014. Dinara is responsible for managing the Institute's research agenda including leading the oil sands projects, assisting in the production of market research, economic analysis and economic modeling. Ms. Millington has participated in various projects involving oil sands, crude oil, natural gas, LNG, and renewable energy. Dinara is also Editor-in-Chief of the Institute's Quarterly Reports Reports on crude oil and natural gas and provides economic commentary for CBC, Global TV, The Globe and Mail, the BNN and other local, national and international news outlets. Dinara graduated with a Master of Arts degree in Economics from the University of Calgary, specializing in Econometrics and Time-series Analysis. She also holds a Bachelor of Arts degree in Economics with minor in Finance. Ms. Millington spent some time studying at Masarykov University in Brno, Czech Republic, as well as worked and lived abroad in Kazakhstan.
